University Area Commission | Governance Committee Report

Meeting Details: Wednesday July 6 2016, Northwood and High Building, Started 6:10 PM and Ended 7:00 PM

Attendance: (P: Present, A: Absent, E: Excused, G: Guest, R: Resigned) Sharon Young (P), Doreen Uhas-Sauer(P), Rachel Beeman (P), Steve Volkmann (P), Alex Wesaw (E) and David Hegley (E)

Notes:

  1. Proposed change to by law change read at the August UAC Full Commission meeting and returned to Committee for more work. Specifically to make it clear by when this should be done and why.
    • Original Language: Article II Section 4, paragraph b
  2. If a vacancy occurs in an organization or group seat on the Commission because of resignation, death, disqualification, or other means, the Corresponding Secretary shall give notice to the organization or group to fill the vacancy in the same manner as set forth in Article II, Section 1(b) and 1(c), to serve until the next Annual Meeting.
    • Change voted on by the Committee:
      1. If a vacancy occurs in an organization seat as defined in 1(b), the Corresponding Secretary shall give notice to the organization to appoint someone to serve the remainder of that term.
      2. If a vacancy occurs in a group seat as defined in 1(c), the Corresponding Secretary shall issue a public call for nominations from organizations defined in 1(c). The Commission will vote on nominees at the Commission meeting immediately following the public announcements, and the accepted nominee(s) will serve the remainder of that term.

Motion made by Volkmann, seconded by Beeman to change the by law to language listed above. Voting in favor: Uhas-Sauer, Young, Volkmann and Beeman. Opposed – None. Motion passed unanimously.

  1. New By Law Change brought by Election Committee
    • Article VI Elections
      • Currently Section 1 reads: Elections shall be held on the last Wednesday in October and the first Saturday November of each year. All elections shall be secret ballot. Elections shall be determined by plurality vote.
      • Proposed Change voted on by the Committee:
        1. Elections shall be held on the first and third Wednesday in November of each year. All elections shall be secret ballot. Elections shall be determined by plurality vote.
          • Reason for change: to better facilitate procuring voting locations and staffing and avoid football Saturdays.

Motion made by Uhas-Sauer, seconded by Beeman to change the by law to language listed above. Voting in favor: Uhas-Sauer, Volkmann and Beeman. Opposed – None. Abstain – Young. Motion passed 3-0.
