Planning Committee – March 2016 – Draft Resolution: Construction Moratorium

Following is the proposed language of a resolution requesting a construction moratorium from City Council, that was drafted at the March 2 2016 Planning Committee meeting:

University Area Commission March 2, 2016, meeting resolution

WHEREAS the University District Plan (Plan) was completed in 2014 and approved by Columbus City Council on February 2, 2015, and

WHEREAS provisions in the plan that have broad community support have not yet been incorporated into the City of Columbus Zoning Code, and

WHEREAS in the year since the plan’s approval a significant number of major development proposals have come to the University District that are at odds with provisions in that plan, and

WHEREAS the community, concerned about developments at odds with the University District Plan, is urging a moratorium on building demolitions and issuing building permits in the area of High Street north of Lane Avenue and south of Glen Echo Ravine zoned C-4 until Columbus City Council acts on codifying the Plan, now

THEREFORE be it resolved that the University Area Commission respectfully requests that Columbus City Council enact emergency legislation, effective immediately, placing a moratorium on all new building demolitions in the area and issuing building permits in the area of High Street north of Lane Avenue and south of Glen Echo Ravine zoned C-4 – except demolitions that are required to preserve safety – until the City of Columbus Zoning Code is made consistent with the Plan recommendations, and

THAT a task force comprising University Area Commission members and City of Columbus development and zoning staff members be convened to guide the process of putting provisions of the Plan into the Zoning Code.
