  1. Discussion on Election related items – Led by Commissioner Volkmann:

Elections: Volkmann has been charged with reviewing ORC / CRC and other City of Columbus, following Commissioner Uhas Sauer raising the issue. Young had an innovative idea, for sub-18 participation, for the creation of a sub-18 at-large position of the same kind as the faith / apt orgs. We noted that an age group is not an organization or other clearly-delineated interest group that facilitates bringing a candidate forward. However, in the event that statue prohibits candidacy or election of sub-18 persons, this may be a mechanism. We agreed that revisiting the matter with Commissioner Uhas Sauer would be productive.

  1. Review feedback on proposed by law changes which were read at the August UAC Full Commission meeting and returned to Committee for more work.  Specifically, to make it clear by when this should be done and why.
  • Original Language:  Article II Section 4, paragraph b
  1. If a vacancy occurs in an organization or group seat on the Commission because of resignation, death, disqualification, or other means, the Corresponding Secretary shall give notice to the organization or group to fill the vacancy in the same manner as set forth in Article II, Section 1(b) and 1(c), to serve until the next Annual Meeting.
  • Proposed Changes:
  1. If a vacancy occurs in an organization seat defined in 1(b) on the Commission because of resignation, death, disqualification, or other means, the Corresponding Secretary shall give notice to the organization to appoint someone to fill the vacancy and serve until the start of the next Annual Meeting.
  2. If a vacancy occurs in a group seat on the Commission because of resignation, death, disqualification, or other means, the Corresponding Secretary shall give public notice to call for nominations from organizations defined in 1(c) to nominate in writing a representative from their group.  The Commission will vote on nominees at the meeting following the public announcement, and they will serve until the start of the next Annual Meeting.

 

 

 

The following revised language was proposed, but not voted on:

  1. If a vacancy occurs in an organization seat as defined in 1(b), the Corresponding Secretary shall give notice to the organization appoint someone to serve [the remainder of that term]/[until the start of the next Annual Meeting].

 

  1. If a vacancy occurs in a group seat as defined in 1(c), the Corresponding Secretary shall issue a public call for nominations from organizations defined in 1(c). The Commission will vote on nominees at the Commission meeting immediately following the public announcements, and the accepted nominee(s) will serve until the start of the next Annual Meeting.

The proposed text will be further reviewed at the November Governance meeting.
